I measured it, it is OK. The photo is deceptive.
The thing is with many of the new design boats there is only a modest
freeboard even at the bow so 457mm down from the sheerline can get you well
towards the waterline, although not actually there in the case of the Ovi 3.
It is not difficult however to envisage a design where the whole bow was
less than 457mm in height in which case the strut could go down to the
waterline. I think in that case Rule 1(a) would apply as the
(waterline)length of the boat could be over 4267 + 25mm. There is however
some ambiguity with the 1 (b) rule as to where a 'support' ends and a
'fitting' begins.
For completeness the relevant rule is 1 shown below:
Rule 1 Length of hull and fittings
(a) The overall length of the hull shall not exceed 4267mm including stem
band but excluding all the rudder fittings, transom flaps, drain plugs and
stem fittings.
Stem fittings shall not project more than 25 mm beyond the surface of the
hull. No fittings or equipment which have the effect of elongating the skin
of the boat beyond a length of 4267mm is permitted.
(b) A bowsprit and a device to support such bowsprit are allowed. Neither
shall extend more than 900mm forward of the hull. The bowsprit shall be able
to pass through a ring of internal diameter 140mm. Any device to support the
bowsprit shall not exceed cross sectional dimensions of 13mm transverse by
76mm horizontal. Neither shall extend more than 457mm below the sheerline or
its extension. A line extended from the jib luff shall not cross a line
extended from the sheerline more than 300mm in front of the stem.
