At the World Council meeting at the SF Worlds in 1997 the
sentiment was to allow development, but with sensitivity
to keeping the cost reasonable. There was fear that rotating
masts would be quite expensive. Certainly if someone could
build a prototype that is not too exotic, then when out and
started toasting people on the water, people would start
to consider it.
I wasn't at the Melbourne Worlds, so I don't know what was
discussed there in terms of development.
There has been much talk about racks off the back in the
past, but maybe we'll hear more.
