In case you haven't seen this directive, here it is:

<p>November 9, 1998

1999 WORLD SAILING CHAMPIONSHIP, MELBOURNE
DOPING CONTROL

The ISAF has exercised their right under RRS L2 and initiated medical
testing to control doping for these chanpionships. On ISAF's written
authority the '99 Worlds Organising Authority is required to carry out
testing procedure for an agreed number of tests.

The Organising Authority has contracted the Australian Spots Drug Agency
(ASDA) to conduct the sampling as set out in RRS L4 and the Australian Sport
Drug Testing Laboratory (ASDTL) as an approved laboratory to test the
samples and report the results of testing to ISAF only.

No dispensation can be granted by the Juries, race committee or Organising
Authority during the Championships with regards to medication (Ref: page 17
ISAF Drug Control within the Sport of Yacht Racing).

Any Competitor requests for medical exemptions shall be submitted to, and
approval received from the ISAF Medical Commission prior to the
Championships:
