Phil,
  I believe that some boats didn't show up this year
due to family obligations. For various reasons, the
number of racers has been declining in recent years
(and it's not due to the recent controversy of foils
and other proposals). When tallied up, it looks like
age, new family obligations, and moving too far away
to compete are the main reasons that there are less
boats here. In the short time I raced (since 1996),
the maximum boats I've ever seen on a starting line
for Nationals was 22.
  Most people starting out on a 14 are not going to be
competitive anyway. We went racing because it was fun
and the fleet is very helpful to all racers, even
those uncompetitive ones. I look forward to seeing
them at every regatta since my husband still races and
I miss racing, even when we weren't competitive.
