The interpretation given by Helmy is correct.
ISAF publish a booklet entitled "Equipment Rules of Sailing". This should
be available from your National Sailing Authority, and -to my knowledge- is
published/translated into all the ISAF member countries languages.
This booklet consists of three parts :-
1. Rules used for the boat and personal equipment.
2. Equipment definitions.
3. The measurement definitions for hulls and sails.
The definition of a Centreboard is thus -"A retractable hull
appendage,attached approximately on the hull
centreplane and rotating about
a single transverse axis, which
which may move in relation to
the hull,primarily used to affect
leeway. "
The I14 rules are in need of updating , as we regard the terms
Centreboard and Daggerboard as synonymous.
The ISAF definition of a Daggerboard is :- "A retractable hull
appendage,attached approximately on the hull
centreplane and not
rotating, primarily used to affect leeway".
The class rules are in the process of being re-worded to conform to the
Equipment Rules of Sailing and to conform with ISAF Standard Class Rules.
When this is complete , it will be presented to the Class for its,
consideration.

However - imho, and consensus in the US, is that 2 foils mounted on racks
would be 2 centerboards. In the spirit of the rule as I see it - it's one
foil that provides centerboard/daggerboard function.

Rule 10 states that only one Centreboard may be carried.
What is the definition of a Centreboard?
My questions relates to the possibility of fitting lifting hydrofoils to
vertical foils fixed to the wings of my skiff and hence you don't need a
foil mounted on the centre line of the boat. My question is would the two
vertical foils be classed as centreboards (what if they are not vertical?)?
if Yes then this setup does not seams to be legal,
if No, then they are obviously considered to be something new similar to
the current T-foils, and due to silence within the rules they'll be classed
as legal and can be used until eliminated through rule changes.
In my opinion the rules are very vague on this issue and considering the
recent rule proposals I would like clarification even if it is opinion
only.
