Other rules I'd like to see changed/removed:
Rule 6 - doesn't do anything.
Rule 10 - as far as I can tell this prohibits canards and swapping boards
halfway round the course. If having a canard is worth the extra
weight/complexity, what's the problem with someone having one in a
development class? (Bear in mind that the board isn't part of the weight).
No-one's going to carry round a spare board in case the wind changes.
Rule 13 - As others have said, why don't we measure the sails, rather than
the A & B measurements? Modern cloth's stable enough that you can't increase
a sail's dimensions siginificantly, so the only relevant black band is the
one at the top of the mast.
Rule 14 - with stable cloths, why bother to write the luff measurement on
the jib?
