WORLD ASSOCIATION WITHDRAWS RULES PROPOSALS
 
PLEASE NOTE!!
 
The WA technical group, after discussion around the world, has come to the
view that 2 of the recent proposals are unsound and should be withdrawn.
 
The first is proposal 2, the new attempt to outlaw bumps at the rise of
floor measurement point. It's not unanimous but most of us feel that the
new proposal will leave as many new loopholes as it closes; and we also
feel that most people have accepted the proposal because it came from the
WA, without possibly understanding it fully. Therefore we have an extra
duty to take care not to swap one unsatisfactory rule for another, in such
an important area. Instead, let's continue the discussion which has been
going on lately, and see if a new and better consensus doesn't emerge.
 
To#160#be precise, Proposal 2, Ban Bumps, which was a deletion of Rule 3(b)
and a change of rule 5, is withdrawn.
 
We also believe that we are wrong in the detail of Proposal 3, Measuring
Sail Plan Height. Everyone thinks the idea is right but-
a. the method needs to specify that the measurement should be taken
through the daggerboard case, and
b. the new overall dimension of 8143mm is possibly wrong, and
c. existing boats that may exceed the new dimension, because they had deep
hulls, should be grandfathered, and
d. the opportunity should be taken to simplify or remove the sheer rule,
which has become almost unmeasurable with the advent of decks and racks
and/or wings.
 
Precisely, Proposal 3, Measuring Sail Plan Height, which altered Rules
13(a)(i) & (ii), and rule 13(b), is withdrawn.
 
The other proposals, numbers 1, 4,5,6,7, & 8 remain in place and you now
have a mere 2 weeks for each country to register your votes. You may do so

which pass still have to be approved by ISAF and will not be law until
after the Worlds at the earliest, or more probably January 1st 2001.
